SH 130 Environmental Impact Statement and Environmental Compliance Management
Hicks & Company spearheaded the preparation and approval of the Environmental Impact Statement (EIS) for this 91-mile new location toll road. The interdisciplinary project required close cooperation between FHWA, TxDOT, the consulting engineers and the social, economic and environmental scientists at Hicks & Company. Services also included support for the route and alignment studies and public involvement program.
Subsequent to the ROD, Hicks & Company was selected to serve as TxDOT’s Environmental Compliance Manager. This assignment requires working with TxDOT’s design-build developer to ensure proper adherence to environmental permits and other commitments during the design and construction phases of the project. Hicks & Company’s responsibilities in this regard also involve on-site construction monitoring of environmental avoidance and mitigation measures, including the creation of wetland mitigation sites. Hicks & Company’s SH 130 experience has provided the firm with a deep understanding of how the NEPA and schematic phase of project development can influence the subsequent design and construction phase. Hicks & Company has gained valuable, practical insights into how the NEPA and schematic phase can be improved in ways that enhance environmental protection during design and construction.
